2. The remarks in the Burma report regarding the large reserve stocks existing in India and the Far East is generally endorsed by other Local Governments, and owing to the existence of these stocks the cessation of supplies from Germany and Austria has not as yet had the effect which was

hoped at the outbreak of war; but prices are stated to have risen very greatly, and there is therefore reason to apprehend that new sources of supply may be created, for example in Japan.
